The artificial intelligence revolution is often framed as a race for computing power and data centers. A quieter challenge lies beneath those headlines: the networks delivering AI to users are straining to meet demand.

Most AI discussions center on the hardware training models or the algorithms behind them. Advanced AI remains inaccessible without reliable delivery. High-speed digital infrastructure, especially fiber broadband, now rivals electricity in importance. Without it, AI could become a tool only for those already connected, widening existing gaps.

A World Bank study linked a 10% increase in broadband penetration to GDP growth of 1.2 percentage points in high-income economies and nearly 1.4 points in low-income ones. The finding reinforces a long-standing principle: dependable internet access fuels productivity, innovation, and workforce participation. Yet disparities persist.

In the UK, about 19 million people experience digital exclusion. The Digital Poverty Alliance found that half of disadvantaged households lack sufficient connectivity. Unemployed individuals face far higher odds of being cut off from online services, creating what the Digital Poverty Alliance research describes as an inequality loop. Those already struggling are least likely to have the infrastructure needed to engage in an AI-driven economy.

The United Nations stated in 2025 that infrastructure readiness is essential for inclusive AI. Without reliable internet, electricity, and computing capacity, entire communities risk exclusion—not just in developing nations, but in wealthy countries as well.

Fiber optic broadband has become the backbone of modern connectivity. Unlike older copper systems, fiber provides the high-capacity, low-latency connections required for cloud-based AI, remote work, and online learning. UK fiber-to-the-premises networks have expanded quickly over the past decade, though coverage remains uneven. Cities benefit first, while rural and remote areas fall behind.

The transition from copper to fiber resembles the shift from gas lamps to electric grids. Just as electricity enabled 20th-century technologies, fiber networks will decide who can use AI. Closing the gap demands sustained investment, but the benefits extend beyond economics. For pension funds and other long-term investors, fiber infrastructure offers stable demand and predictable returns, similar to traditional utilities.

AI’s impact may ultimately depend not on the technology itself, but on the infrastructure delivering it. Policymakers and investors face a choice: treat connectivity as a luxury or build it as the foundation of the next economy.

Digital poverty extends beyond missing the latest apps. It restricts access to jobs, education, and public services. In the UK, unemployed individuals are hit hardest, trapped in a cycle where those needing opportunities most lack the tools to find them. The danger isn’t just that AI will fail to help these communities—it could deepen the divide.

For policymakers, expanding connectivity has become an economic necessity. For businesses, the decision shapes whether AI drives growth or fuels inequality. The infrastructure exists to build. The challenge is funding it.
