QFC and the U.S. Chamber of Commerce have signed a Memorandum of Understanding to expand cross-border investment between Qatar and the United States. The agreement aims to support U.S. companies seeking to establish or grow operations in Qatar and the broader region, focusing on wealth management, fintech, digital assets, and enterprise technology. The partnership was formalized during a roundtable in New York, coinciding with the Qatar Economic Forum and U.N. General Assembly High-Level Week.

Partnership Activation in New York

The MoU’s initial implementation brought together senior U.S. business leaders for discussions on regional growth opportunities and cross-border expansion challenges. The roundtable facilitated dialogue on regulatory, economic, and technological factors influencing business decisions in the Middle East market.

QFC CEO Mansoor Al Khater highlighted the partnership’s role in leveraging existing economic ties between the two nations. “This partnership is about translating the strong U.S.–Qatar relationship into greater opportunities for businesses in both markets,” Al Khater stated. He emphasized that over 350 U.S. companies already operate under the QFC framework, providing a foundation for future collaborations.

Qatar Financial Centre’s Business Environment

The QFC, based in Doha, offers a regulatory structure that permits 100% foreign ownership and profit repatriation, along with a competitive 10% corporate tax on locally sourced income. It serves as a hub for both financial and non-financial services firms, providing an alternative legal and tax environment within Qatar.

The center’s framework is designed to attract international businesses by offering compliance and connectivity to regional markets. Its onshore status distinguishes it from free zones, allowing firms to engage directly with Qatari government entities and local industries.

U.S. Chamber of Commerce Engagement

Senior Vice President Khush Choksy of the U.S. Chamber of Commerce noted that the partnership reflects the organization’s commitment to expanding trade, investment, and commercial engagement between the United States and Qatar. “This Memorandum of Understanding reflects our shared commitment to expanding trade, investment, and commercial engagement between the United States and Qatar,” Choksy said. The Chamber will collaborate with QFC on initiatives aimed at deepening bilateral economic ties.

Established in 1912, the U.S. Chamber of Commerce represents businesses across all sectors, advocating for policies that drive job creation and economic growth. Its international programs focus on building trade relationships with key global markets, including Qatar.
