The Mexican government has fined Comercializadora Hermanos del Valle S.A. de C.V. 171,972 pesos and banned the company from public contracts for three months. The company submitted false information to the Ministry of Culture. The penalty was issued by the Internal Control Body within the Ministry of Culture, under case file CULTURA-PAS-01/2026, and published in the Official Gazette of the Federation.

According to the resolution, the company “acted with fraud in the Invitation to at Least Three Persons Electronic National procedure number IA-48-410-048410002-N-12-2025.” The purpose of that process was to hire “Integrated Services for the Exhibition, Editorial and Collections Programs 2025 of the Image Center.”

Investigators found that the company presented a business stratification document that belonged to another bidder participating in the same contracting process. The company passed it off as its own.

Federal agencies, state governments, municipalities, and all other public entities must now reject any proposals or contracts from the company for the duration of the suspension. The restriction applies to contracts under the Law of Acquisitions, Leases and Services of the Public Sector, the Law of Public Works and Related Services, and the Law of Public-Private Partnerships. It also covers the signing of any framework agreements.

The company was officially notified of the sanction on July 2. The notice appeared in the Official Gazette on July 17. The ban takes effect the day after publication.

Mexico’s anti-corruption secretariat has been tightening oversight of government contracts in recent years. Submitting false paperwork — even a single document — can trigger serious consequences for vendors. This case clearly demonstrates that the government is actively enforcing these rules and monitoring compliance.

The penalty sends a signal to vendors.

The government is watching more closely than in the past.

It remains to be seen if this will deter future violations entirely.

Comercializadora Hermanos del Valle has also been entered into the Directory of Sanctioned Providers and Contractors. The listing means the company cannot participate in any new bidding processes with agencies of the Mexican government while the sanction remains active.

The Anti-Corruption and Good Governance Secretariat stated that measures like this one are meant to protect the legality and transparency of public procurement. The secretariat also said it aims to punish those who present false information during contracting procedures.

The incident highlights the serious risks that companies take when they cut corners in government bids. A single act of deception — in this instance, recycling another firm’s classification document — led to a substantial fine, a three-month ban, and a spot on a public blacklist. Other agencies will check that list carefully before awarding any future work. The case serves as a warning to other vendors who might consider similar actions.
